소비자제품안전개정법(CPSIA) 규정준수 솔루션
2011년 말, 미국소비자제품 안전위원회 (CPSC)는 납, 프탈레이트 및 2008년 소비자 제품 안전개정법(CPSIA)에 의해 공표된 ASTM F-963 에 따른 장난감 필수 안전 표준과 어린이용 제품에 대한 제 3자 시험 및 인증 요구 사항에 대하여 시행령 유지에 대해 제안하였습니다.
그 결과, 2012년 1월 1일 이후 제조된 장난감, 섬유 및 의류, 보석류를 포함한 대부분의 어린이용 제품(12세 이하 어린이용으로 사용되는)은 소비자 제품 안전위원회(CPSC)의 시험 및 인증 규칙에 따라 구체적으로 적용되는 모든 CPSC 안전기준(예를들어, 납 페인트 및 작은부품에 대한) 및 이를 충족하고 있는지에 대하여 반드시 인증을 받아야 합니다.
해당 인증서는 반드시 CPSC에서 인가받은 제3자 시험소에서 진행된 테스트 결과를 기반으로 발행되어야 합니다.
또한 2011년 12월, CPSC는 공식적으로 엄격한 기록 관리 및 기타 요구 사항을 충족하는 경우, 최종 제품에 대한 시험을 대신하여 그 구성 요소 및 재료의 시험도 인정하였습니다.
소비자안전위원회(CPSC) 규정을 따라야 하는 미국내에서 판매되는 장난감 및 어린이용 제품에 영향을 미치는 이러한 새로운 내용은 제조자 및 수입업자들이 소비자안전위원회(CPSC)준수 노력과 그에 대한 프로그램을 재평가해야 한다는 것을 의미합니다.
이러한 새로운 요구 사항을 준수하지 않을 경우에는 미국 포트에서 통관 지연 또는 압류될 수 있으며 심지어 소비자안전위원회(CPSC)에 의해 벌금이 부과될 수도 있습니다.

GB 18401-2010 중국 국가 섬유 제품 기본 안전 기술 규범
GB 18401은 중국 내 판매되는 의류 및 섬유 장식물의 제품 내 유해 물질 관리, 제품 품질 향상, 국민의 기본 안전과 건강을 보호하기 위한 안전 기술 강화 규정입니다.
GB 18401은 적용 대상에 대해 크게 유아용 제품, 직접 피부에 접촉하는 제품, 직접 피부에 접촉하지 않는 제품 세 가지로 분류하고 있습니다. 각 제품은 하기 표에 나타낸 기술 요건에 따라 평가됩니다. 유아용 제품은 Type A, 직접 피부에 접촉하는 제품은 Type B, 직접 피부에 접촉 하지 않는 제품은 Type C 의 기준에 부합애햐 합니다. 또한, 유아용 제품의 경우 모든 부속품 역시 Type A 의 기술 요건을 충족해야합니다. 유아용 제품이 아닌 경우 제품 무게의 1% 미만의 부속품은 시험에서 제외될 수 있습니다.

- 유아용 제품의 라벨에는 반드시 중국어로 ‘유아용 제품’이라는 표시를 해야 합니다. 그 외 제품은 제품이 부합하는 안전 코드를 라벨에 표시해야합니다. 제품의 라벨은 반드시 규정에 부합되어야 하므로, 제조자는 손실없이 중국에서 제품을 판매하기 위해 라벨의 적합성에 대해 확인해야 합니다.
- 제품의 안전 코드는 포장재, 태그 (Hang Tag) 또는 라벨로써사용 설명과 함께 기재하는 것이 좋습니다.
- 유아용 제품의 경우, 안전 코드는 제품명 다음에 기재하는 것이 좋습니다. 그 외 제품의 경우, 안전 코드는 제품 규격 다음 혹은 다른 위치에 기재할 수 있습니다.
